Conroe City Council could adopt a nearly $390 million operating budget Sept. 10 while also considering the city’s property tax rate, water and sewer rate increases and continued funding for Flock Safety cameras.

Council members are set to consider adopting the fiscal year 2026-27 operating budget, which includes about $389.9 million in expenditures and $374.6 million in revenue. The new fiscal year begins Oct. 1.
The council will also hold a public hearing and could adopt a total property tax rate of $0.4272 per $100 valuation—the same rate adopted in FY 2025-26. The proposed rate is slightly above the city’s no-new-revenue rate of $0.4270.
Under the proposed rate, the city estimates the tax bill on a median taxable homestead valued at $232,000 would be about $991.10.

Residents could also see changes to their utility bills beginning Oct. 1.
Council will consider increasing residential and nonresidential water and sewer rates by 4%, according to agenda documents. Lifeline customers who are 65 or older or have a disability would not receive an increase. City staff said the additional revenue is needed to cover operating costs and improvements to the water and sewer system.
Council will also consider updated garbage and recycling rates. The city’s contract with Frontier Waste Solutions includes an automatic 3% annual increase each Oct. 1, while staff is proposing to continue a 10% city fee on the service.
Council members David Hairel and Shana Arthur are also seeking discussion on whether money should remain in the FY 2026-27 budget for the city’s continued use of Flock Safety automated license plate readers. The technology has faced repeated discussion at City Hall this year over privacy and its use by law enforcement.

Council is also expected to continue discussing a potential stormwater utility fee and give staff direction on the ongoing study. An earlier proposal called for residential customers to pay $4 per month to help fund nearly $11.9 million in identified drainage needs, although no fee is scheduled for adoption Sept. 10.
