On Oct. 6, the Conroe ISD board of trustees reviewed the status of the previously passed 2023 bond.

Conroe ISD Chief Financial Officer Karen Garza and district financial advisor John Robuck presented the data. As previously reported in November 2023, voters approved a $1.97 billion bond for eight new campuses and infrastructure improvements across the district.
Garza said since then the district has issued $1.64 billion of the original bond funding, and currently has $332.88 million left to fund the remaining projects.
The breakdown of remaining authorized funding for the projects includes:
Timber Mill: $111 million
Grand Oaks Junior High/ninth-grade campus: $5 million
Caney Creek ninth-grade campus: $13 million
Cartwright Junior High School: $21 million
Washington High School: $34 million
Infrastructure end-of-life cycle improvements: $70.87 million
Safety and security: $9 million
Technology infrastructure/devices: $38 million
New gyms (Anderson, Glen Loch, Houser and Ride): $31 million
Except for Washington High School, the projects have already begun their construction phases. Currently, CISD has $463 million in cash on hand in its bank system set aside for use; alongside the unissued $332.88 million from the 2023 bond, CISD has a combined $795.88 million available to use for the remaining projects.
The breakdown of the purchase orders is as follows:
Timber Mill: $112 million
Grand Oaks Junior High/ninth-grade campus: $12 million
Caney Creek ninth-grade campus: $16.5 million
Cartwright Junior High School: $19.5 million
Washington High School: $32 million
Fowler Intermediate/Arnold Elementary: $2 million
Additions/renovations: $19.96 million
Infrastructure end-of-life cycle improvements: $88 million
Safety and security: $12 million
Technology infrastructure/devices: $51 million
New gyms (Anderson, Glen Loch, Houser and Ride): $42.2 million
The total remaining cost to complete the 2023 bond projects for the district is estimated to be $407.16 million. Garza said that CISD has already spent $323 million on purchase orders to vendors and contractors to help complete the 2023 bond projects and other district needs. There is currently $65 million unallocated that will be used for partial arbitrage and liability.
The remaining bond projects are currently on pace to be completed by December 2027, with the exception of Washington High School.
