Bastrop County Commissioners Court approved a $907,500 contract with The Roof Co. Waco to repair the Bastrop County Courthouse’s aging roof—a project aimed at preserving the historic landmark for years to come.
The base bid was $825,000 with a 10% contingency, $82,500, for a total construction cost of $907,500. The estimated construction cost for the roofing work was projected to be $931,411, according to county documents.
About the project
Base work for the roof repair project will include:
- Asbestos and lead abatement
- Limited masonry restoration work
- Painting
- Removal of the existing metal roof and installation of a new one made of modern materials
- Replacement of all of the roof’s drainage parts, such as the gutters and downspouts, so water flows properly
- Replacement of the roof hatch, which provides access to the roof
- Removal and restoration of the building’s lightning protection system
Some background
A request for proposal committee was formed to review and score 11 vendor submissions for the roof repair project. It was composed of several Bastrop County staff and officials, including:
- A representative from the auditor’s office
- Audrey Loya, administrative assistant inventory specialist
- Bastrop County Judge Gregory Klaus
- Precinct 2 Commissioner Clara Beckett
- Shawn Harris, director of general services
- Tan-Li Sun, director of engineering and development
However, the committee only reviewed four proposals, as the others were deemed invalid submissions due to missing one or more required documents, according to the county.
Leon Scaife, a purchasing agent with Bastrop County, called The Roof Co. Waco “the best value proposal.”
The Roof Co. Waco recorded an average score of 95.6 out of 100, while the other three vendors, Mattco Roofing and Construction, Mikocorp and Empire Roofing Companies, recorded an average score of 78.2, 40.8 and 76.2, respectively, according to county documents.

Bastrop County is seeking a grant through the Texas Historic Courthouse Preservation Program to assist with the full restoration of the Bastrop County Courthouse—an endeavor that would cost approximately $20.4 million, according to a master plan that Bastrop County officials prepared in April 2022.
Winners will be announced in July, according to the Texas Historical Commission.

The roof repairs, which will be paid for with certificates of obligation, are expected to take 75 calendar days to complete, according to county documents.
