City Council offices fund park improvements in Northwest, Southwest Austin

An off-leash dog park in Circle C has been under consideration for over a decade, first prompted by what Ellis called "aggressive encounters" between residents and roaming dogs. The southwestern dog off-leash area, or DOLA, will be the city's 30th and the only one within several miles.

"It became obvious that establishing a secure space for people to exercise and socialize their dogs was key to all users being able to safely access our public spaces. Through neighborhood meetings, moms groups, online advocacy, dog lovers and their families asked to enjoy a recreational opportunity long available to residents in other parts of the city," Ellis said.

After years of planning and recommendations, a temporary off-leash area was installed at the park last year under a city pilot program. The donation from Ellis' District 8 coffers will go toward a permanent facility supported by many neighbors.

The first phase of the DOLA project is budgeted at $260,000, including Ellis' donation, for a 0.5-acre fenced area with double-gated entries, a water fountain, lighting and natural seating. It's expected to begin construction this fall and open before 2027. A future phase could expand the area to 2 acres total.

"When this off-leash area opens later this year, Southwest Austin residents and their puppies will enjoy an accessible, secure and interactive outdoor space that strengthens community and maximizes the safe use of one of our largest and most popular metropolitan parks," Ellis said.

“This is a way to bring together different parts of our community to fundraise and volunteer and be part of the process improving this park. And it does fit in with the overall plans for this park," Laine said.

Austin Parks and Recreation previously contemplated improvements at Springwoods Park including an all-abilities playground that council had requested years ago. However, up to $4 million needed for that work wasn't previously identified.

Some assistance came recently from state Rep. John Bucy III, D-Austin, who secured a $1 million legislative appropriation to be made available through a Texas Parks and Wildlife Department grant program. Austin officials formally voted to apply for those funds Jan. 22.

"The city had already envisioned updating Springwoods into a play for all abilities playsite: a space designed so that kids of all physical, sensory, cognitive and developmental abilities can play together side by side. The idea was there, what it needed was the support to make it happen," Bucy told council in January. "This grant will help make that vision a reality by investing in playground upgrades that prioritize accessibility, improve safety, and create a more engaging and welcoming environment for Austinites of all ages and all abilities."

The parks department has also reserved about $225,000 in civic parkland dedication fees to complement the state and local funds. A timeline for future enhancements isn't yet set, but work on a revised project scope and designs could begin late this year or in early 2027.
