Project details
The proposed project, referred to as the Spring Trail Center, will consist of a 80,000 square-foot youth sports complex and 2,500-seat arena. The conference center will also have a 250-room full-service hotel.
How we got here
Hays County sent out a solicitation seeking proposals from qualified firms regarding the proposed uses of the Hays County Civic Center property in 2022, which was awarded to Casey Development Limited in February 2023, according to agenda documents.
Casey Development Limited conducted a Hotel Market & Financial Feasibility Study in conjunction with Hunden Partners in August 2023. The study provides a market, financial feasibility and economic analysis for the development of the project, according to the preliminary development agreement.
What the dais is saying
Hays County Judge Ruben Becerra said the center will be a “dynamic space” for events and conferences.
Precinct 1 Commissioner Debbie Ingalsbe said the preliminary agreement was a “major step forward.”
“It allows us to refine the project and set clear parameters for design, construction, budgeting and maintenance,” Ingalsbe said in a news release.
