After utility relocations delayed the project, Pflugerville City Council passed a change order for the neighborhood street reconstruction package 1B at its June 10 meeting. The change order accounts for increased scope of work needed due to defects in previous road work.

About the project

The neighborhood street reconstruction project will rehabilitate 18 neighborhood streets in the Saxony and Willow Creek Section One subdivisions. The scope of work includes resurfacing, curbing, pavement markings and signs.

Construction is anticipated to start early this summer and will last approximately six months, according to city documents. The $728,555 change order brings total project costs to almost $6 million, paid by 2023 voter-approved bonds.

Some background

City Council passed the the original construction contract with Patin Construction in January 2024. The utility relocation required before road work lasted until August 2024. During the delay, city staff discovered defects from previous street rehab projects.

After working with design consultants to find a solution, the project total came out to almost twice the original amount. The city settled on a hybrid design to remedy the defects that brings the cost closer to the original price point.

"I'm worried that we could still have defects at the level we're moving forward with," Place 1 Council Member Doug Weiss said at the meeting. "I'm also frustrated that it's taken so long for us to get to this point."
