The city of Hutto began pavement preservation work on streets within the Highlands North neighborhood Sept. 16.

The gist

As part of the city’s 2023-24 Street Maintenance Plan, Holbrook Asphalt Co. is applying a high-density mineral bond, known as HA5, meant to extend the lifespan of asphalt, improve property values and enhance safety.

The city first began utilizing the treatment in May, as the mineral physically bonds to asphalt and creates a protective shield intended to save costs over time. Kent Nobis, a Texas regional director of pavement management and preservation, told City Council at the time that the city will see 83% in cost savings over the life of a road.

What residents should know




Work on the streets is expected to take place through Oct. 1.

While the treatment work is underway, homeowners are advised to turn off outside watering systems, such as sprinklers. Residents will be liable for damage caused by outside water use, which can include a minimum repair cost of $750. Vehicles parked in the construction area will be also be towed at the owner’s expense.

Residents directly impacted by the work will be notified by the city through street signage and doors hangers within 72 hours of the project. Drivers will also be liable for damage to their vehicles and the area of the road they drive on while construction is underway.
