Legacy Park Hutto, a proposed mixed-use development, came before Hutto City Council on March 27 to request water service from the city. Following mixed input on the proposal, council will discuss and possibly take action on the development at its May 1 meeting.

How we got here

ATX Capital presented early plans for the Legacy Park development, a proposed 94-acre mixed-use site near Taylor’s Samsung facility. The project includes industrial, multifamily and retail space, with preliminary designs showing:
  • 50,000 square feet of general retail
  • 15,000 square feet of neighborhood retail
  • 626 units of multifamily
  • 550,000 square feet of light industrial
Though located in Hutto’s extraterritorial jurisdiction, the developers requested access to the city’s water system. City Council members expressed split opinions on expanding Hutto's certificate of convenience and necessity, the geographical area in which the city is required to provide water service.

No action was taken, and the development team said they would return with an updated proposal to address the council's concerns.

What's next


Legacy Park developers are working to release the development from the the Jonah Water CCN in order to be added to Hutto's service area. The development's request is for 587 living unit equivalents of water. LUE is a measure of the typical water use of a single-family home.

Some context

City Council previously issued directives specific to considering development projects located outside the boundaries of the city's CCN. Before the project can receive approval, council requests to see a presentation, including the details of any city water and wastewater requests.


Other developments that have presented proposals to council include Gateway at Hutto, Limmer Square, and an advanced manufacturing and warehouse distribution facility.
