HISD's Assistant Superintendent of Operations Dustin Barton presented the report to trustees at a July 24 board meeting.
The report shows the district ranks ninth in the Austin area for annual home starts as of the first quarter of 2025, with 17 subdivisions actively building in the area and 14 more in various stages of planning.
Groundwork is underway on over 1,300 lots, Barton said, with just over 200 homes delivered in the first quarter.
He said Zonda expects this trend to continue, with about 200 units delivered each quarter.
A closer look
New home growth has slowed due to some market shifts, Barton said, including higher interest rates and general home prices in the area.
Most new home construction is concentrated in the district's east, within the attendance zones for Lee Martinez and Ray Elementary schools.
When it comes to annual closings, the top performing subdivisions are Salerno, Emory Crossing, Covered Bridge, Southgate and Highlands.
Looking ahead
Barton said Zonda is working to provide an outlook for how the district might be impacted by the newly approved Education Savings Account program, which is set to become available in the 2026-27 school year.
The program will provide funding to qualifying families to pay for private school and other education expenses, including homeschooling expenses.
