Overview
The Hutto EDC first selected Midway as the master developer for the Cottonwood Properties in December 2023. The 240-acre property was expected to be the site of a mixed-use development—with rough plans for retail, restaurants and entertainment space—and serve as an extension of areas such as The Hutto Co-Op District.
As part of the 2023 agreement, the HEDC and Midway were meant to partner on the project rather than coordinate a land sale, according to previous Community Impact reporting.
Following a review of the project’s progress, the HEDC board “determined that pursuing alternative development options would be in the best interests of the community,” according to a news release.
“The HEDC carefully reviewed the Cottonwood Properties project and decided it’s the right time to explore new development opportunities,” HEDC board chair Don Carlson said in the release. “Our priority is making decisions that benefit the community and support Hutto’s growth.”
The background
The 240-acre property was previously intended to be the site of an $800 million development from baseball scouting company Perfect Game. Wolverine Interests signed on to be the developer for the project in April 2019.
In July 2019, Hutto filed a petition against the developer, claiming breach of contract and seeking restitution of more than $1 million for damages. Wolverine Interests countered with its own claim and alleged that damages from the city amounted to over $20 million, plus an additional $165 million in lost expected profit.
By November 2021, the two parties entered into a compromise agreement that included the city paying the developer $630,000. However, the previous claims were never dismissed.
Both parties filed amendments to its petitions between 2021 and 2023. The settlement from July 11, 2025, resolved all of these amendments, as well as the original claims.
In 2021, Perfect Game announced it would build its new headquarters in Cedar Park.
