Hutto City Council held a public hearing for a proposed 77.2-acre residential and commercial development located off FM 1660 at its meeting Aug. 7.

The city postponed a vote on the municipal services agreement as well as annexation of the development until Sept. 4 in order to receive an updated service extension request for water and wastewater services.

The history

Hutto City Council approved a development agreement for the land April 3, which outlines plans to construct a single-family residential community with a commercial component.

Based on the conceptual plans included in the agreement, the Kirk tract could host 272 residential lots, covering 49.6 acres, and dedicate 11.2 acres to commercial development. Amenities could also include a pickleball and basketball court.


City Council denied the original municipal services agreement July 17 and is reconsidering the agreement for the transfer of the certificate of convenience and necessity, or geographical location a party is responsible to provide water for, from Jonah Water Special Utility District to the city of Hutto, according to city documents.

What's new

City staff recommended postponing the item until the developers update the service extension requests for water and wastewater. Mayor Mike Snyder said he has concerns regarding new developments outside of the city’s CCN.

“I’m not confident in where our water’s going to come from at some point and [that] we’re going to run out,” Snyder said.


What’s next

For the development to proceed, the next steps include annexing the site into the city and establishing the municipal services agreement.

If approved, Hutto will provide the following services to the Kirk tract once the land is annexed into the city limits:
  • Fire services through Williamson County Emergency Service District No. 3
  • Police, library and other public services
  • Street maintenance and traffic engineering
  • Regulating development and land use through the city’s unified development code
  • Wastewater service and possibly water service
