Pflugerville's 119-acre NorthPointe planned unit development is set to include a senior living facility following action by Pflugerville City Council.

NorthPointe initially went through the approval process in 2019. The mixed-use development is split into two sections, one 38-acre tract east of SH 130 and one 81-acre tract west of SH 130.

Council approved an amendment to the PUD at an April 26 meeting, designating 5.3 acres in the eastern tract for senior housing, assisted living and memory care.

Robert Wall, a representative for developer Periscope Capital Investments, said Periscope plans to build a four-story senior housing facility on the site.

The facility would include approximately 195 total units, Wall said. Of those units, approximately 72 would be assisted living and memory care, while independent living would make up the remaining units.


The NorthPointe PUD requires the development maintain a ratio of three commercial use buildings for every 500 residential units.

The senior living facility's assisted living and memory care units will not count toward the total unit count for the purpose of that requirement.

According to Wall, the facility will also include a few businesses open to the public, including a bistro and a salon.

Wall said dense, walkable communities like the one planned for NorthPointe make ideal locations for senior housing due to a lack of personal transportation among older residents.


“Where I see senior living going is to more areas where [residents] can walk outside and be in it,” Wall said.

The item will return for a second reading at council's next meeting May 10.
