New Braunfels City Council on March 28 approved the Sector Plan 1 for the upcoming Mayfair development ahead of plans to break ground this spring.

The 1,888-acre mixed-use development is slated to be built over the course of 15-20 years and will include single-family homes, multifamily homes, schools, public parks and employment centers, according to Southstar Communities, the development company behind Mayfair.

Sector Plan 1 is the first sector plan for the development and spans about 387 acres, according to city documents.

Approximately 1,532 housing units, a school site, a recreation center and 99 acres of parkland are included in the sector plan. Electric, water and wastewater services are slated to be provided by New Braunfels Utilities.

The plan also includes nature trails and roadways, and identifies two proposed water quality and storm water detention facilities.


On June 28, 2021, the city of New Braunfels approved the Mayfair Development Agreement with Southstar, giving the city oversight in the planning, permitting and construction of the development. The agreement was executed on Feb. 9, 2022.

The city and developer also adopted the Master Framework Plan, which established development outlines for the community, including land use, roadways, project boundaries and more.

All projects included in the sector plan are in compliance with framework plan and development agreements, according to city documents.

On March 1, the New Braunfels Planning Commission unanimously recommended approval of the Sector Plan 1 following a public hearing.
