Alain Babin



Occupation: After completing his second enlistment in the Army, Alain embarked in a career in law enforcement spanning 34 years, his final 25 years with the Round Rock Police Department, rising through the ranks to retire as an Assistant Chief of Police.


Experience: I am running for Mayor based on my record of service. I spent the last 14 years of my career daily working directly with city commissions, committees, boards, finance departments, zoning & planning, traffic, parks & rec, meeting with Church community leaders to positively impact the needs of the community for a city and budget three times the size of Lakeway.






Why are you running for mayor?



AB: Service is my passion! I have been a leader and volunteer within my profession, my country, my community, and the veteran community. I am led to continue to serve since my retirement as an Assistant Chief of Police. My experience as an Assistant Director with planning & zoning, transportation, parks, budget development, emergency management, policy and procedure development has made me uniquely qualified to champion the City of Lakeway's continuing prosperity.



What is your top priority for Lakeway?



AB: Transportation is a concern for all Lakeway residences. As indicated in the City’s comprehensive plan, traffic will increase substantially over the next 20 years within the city and major arterial roadways. As Mayor, I will continue to work with the Capital Area Metropolitan Planning Organization (CAMPO), other State and county officials to leverage funds necessary to help address our transportation needs.



Do you support the Comprehensive Plan approved by the City of Lakeway? 
Why or why not?



AB: Yes. A great deal of hard work by many volunteers was put forth to develop the guidelines in the Comprehensive Plan. The Plan is a road map for current and future council and mayors to review, augment or adjust as contemporary issues arise to help meet the needs of the city and its citizens.



What part of the plan would you like to revisit or bring back before the citizens for discussion?




AB: The plan was updated in March of 2020 with citizen input in 2019. This is the 3rd edition of the plan since 1999, followed by 2003. I do not see an immediate need to revisit the plan as it is a guideline for current and future elected officials to refer to. However, the plan should be reviewed and updated with citizen input every five years to meet citizen expectations and address contemporary issues.



How do you plan to work with other local government officials and entities on regional issues like economic development, housing and transportation? Which of these is most important?



AB: As a retired assistant director of a large city department, I am experienced in working with local, state, and federal agencies to address regional issues. It is through these partnerships we build consensus to bridge jurisdictional boundaries to solve many of our regional issues such as, transportation, housing, public safety, and economic development. All of these are important and work intrinsically within one another.









Tom Kilgore



Occupation: Retired Army Officer / Energy Executive / Community Advocate


Experience: More than 40 years of service in the public and private sector, community advocate and volunteer.






Why are you running for mayor?



TK: I’m volunteering as Mayor to protect our city’s future, and because I love Lakeway. I’m optimistic for our future, I’m Independent, beholden to only the voters - not to any special interests. I bring a fresh perspective to City Hall. I have worked with Council and advocated for the residents for many years, I’m ready to do it officially. I will treat all residents equally, as I continue my lifetime of service.



What is your top priority for Lakeway?



TK: The safety of our community is my priority. We must build safe roads. We must share the roads and discourage distracted and reckless driving. We need to guide our development, and protect our lake, our watershed, and our greenspaces. We must continue to foster the community spirit that rallied neighbors to help and protect one another during the winter emergency. That makes our community safe.



Do you support the Comprehensive Plan approved by the City of Lakeway? 
Why or why not?



TK: I support the Comprehensive plan as adopted. I attended most of the public sessions, workshops, and council meetings where the plan was discussed. The plan is just a year old. I don’t see revising any part of it now as it is just being implemented. By the end of the mayor’s term, the city is likely to have started the planning process for the required 5 year review, and if elected I will start that process.


How do you plan to work with other local government officials and entities on regional issues like economic development, housing and transportation? Which of these is most important to you?



TK: Lakeway is one of the leadership cities in Western Travis County. I’m pleased with the cooperation I see, and I will continue that work. I’ve talked with some regional leaders and look forward to meeting others. The regional issues of development and transportation are so intertwined they must be addressed together. Regionally, it starts with building safe roads. Lakeway and its neighbors, working together, can show the county that our needs must be fairly resourced in comparison to Austin.
