The context
The new city center consists of three projects, according to city documents:
- The Square at Lohmans: 350,000 square feet of commercial space, up to 330 residential units and public amenities, such as a splash pad, an amphitheater and pedestrian paths
- The Oaks Planned Unit Development Phase 2: 270-unit apartment complex and 23-acre park
- Tuscan Village Planned Unit Development: 21 cottages and 210-unit multifamily apartment complex, called The Jovie, with half of the units restricted for residents over age 55
What happened
Due to the amount of new residential units planned, regional water districts required developers to add a new wastewater lift station to the site in March 2023, according to previous Community Impact reporting.
At a May 20 City Council meeting, developer Bill Hayes said logistics around this addition caused delays in the construction timeline for all three projects.
"We are in the same place as we were this time last year because [of] the lift station delays," Hayes said.
In June, the city pushed back the Main Street construction timeline from this summer to June 2025.
What's next
Building construction for The Jovie is underway and is expected to wrap up in mid-2025, city spokesperson Jarrod Wise said.
Wise said the rest of the projects contain several phases and may take several years, predicting full completion around 2030-31.
