These proposed amendments include changes to:
- Term limits
- Council qualifications
- Council vacancies
- Rules of procedures
- Procedures to enact legislation
- Franchise agreement notifications
- Public lead initiative, referendum and recall requirements

The council is expected to consider the first reading to call a charter amendment election during its July 27 meeting, the release said.
If approved, the charter amendments would head to voters for the Nov. 2 election.
