Kyle City's Council's unfilled seat is set to be decided by a runoff election after candidate Shane Arabie fell three votes shy of reaching a majority on Aug. 9, with 249 votes, or 49.5 percent, according to unofficial results.



Laurie Luttrell, who will face Arabie in the runoff election, received 159 tallies, or 31.6 percent, of the votes while Bill Sinor received 95 total votes, or 18.9 percent.



"We're into a runoff," Arabie said. "I'm pretty confident I can carry the same energy and put the same amount of work into it as I did last time."



Arabie, who has chaired the Planning and Zoning Commission for three years, is vying to fill the District 3 seat vacated by Chad Benninghoff, who resigned in May due to a move out of the state.



Luttrell challenged incumbent Councilman David Wilson for his District 4 seat in the May 10 city elections but was about 70 votes shy of Wilson's vote tally. The District 3 position is elected at-large.



"Even though the weather is hot, I am looking forward to this runoff with new energy," Luttrell said in a statement, in which she also thanked volunteers and contributors. "All we have to do is cross the finish line."



The election will be the city's fourth in 2014. The May 10 elections were followed by a runoff in the mayoral race. Then, Benninghoff's resignation necessitated a special election.



"The fact that we are costing the taxpayers more money because of the cost of the runoff is a little upsetting, but it's all a process and we are going to move forward," Arabie said.



In an Aug. 13 meeting, Kyle City Council could approve the proposed Aug. 30 date for the runoff election. Votes from the Aug. 9 special election are set to be canvassed at the same meeting.
