Spencer Copeland, Leah Kaufman and Kenneth Rocha are vying for the position in the Nov. 3 election.
Lauralee Harris currently holds the District 4 seat on the Kyle City Council and is not running for reelection. District 4 covers western Kyle, according to previous Community Impact reporting.

Why are you running for this position?
My family chose Kyle because we saw a place where we could put down roots. What are the biggest challenges facing the city of Kyle?
Kyle’s biggest challenge is ensuring our infrastructure and quality of life keep pace with our population. That means addressing traffic and water while also investing in public safety, parks, trails, our library and the places that connect us. We need to become a stronger community, not simply a bigger one.
What would your top priorities be if elected?
My priorities are strengthening our community and planning responsibly for growth. I’ll focus on infrastructure, public safety and the services that improve everyday life. Fiscal responsibility means getting the greatest long-term value for taxpayers, not simply the lowest upfront cost. Investing wisely today can prevent much greater costs tomorrow.
How will you balance new development projects with constituent concerns about rapid growth?
Growth is happening; our responsibility is to manage it well. I’ll evaluate development by both what it brings to Kyle and what it requires from our roads, water, infrastructure and residents. Development should help pay for the capacity it requires and strengthen our community rather than simply making Kyle bigger.

Why are you running for this position?
I’m committed to bringing my experience to Council and working to make Kyle a better place to live, raise a family, and call home. Having served on three of Kyle’s Boards and Commissions and assisting local jurisdictions with disaster recovery, I have a valuable perspective on issues facing our community.
What are the biggest challenges facing the city of Kyle?
Managing future growth and harnessing that growth to fund our City. Kyle must construct and fund the future demands on our water, roads, parks, libraries, and other city assets as the population continues to grow. Council must plan for the future and implement concrete steps to meet these challenges.
What would your top priorities be if elected?
Prioritizing funding for our community assets, revitalizing economic development, and promoting responsible growth. Kyle has to proactively plan for the growth that is coming, and that means diversifying our tax base to ensure our community assets can be funded regardless of economic conditions while shifting the burden away from residents.
How will you balance new development projects with constituent concerns about rapid growth?
Rapid growth is imminent, so Kyle must plan to harness it responsibly. This includes funding and efficiently completing infrastructure projects such as roads, water/wastewater assets, as well as community assets like our Library and Parks to ensure the future is bright for our children.

Why are you running for this position?
I’m running because Kyle needs experienced local-government leadership focused on the services residents rely on. I’ve spent my career inside government, managing resources, improving operations, and working with residents and professionals to solve problems. I want to bring that experience to Council and make sure District 4 has a voice.
What are the biggest challenges facing the city of Kyle?
Kyle’s challenge is turning growth into reliable services. Traffic, water infrastructure, public safety, aging infrastructure, and rising costs all compete for limited resources. We need disciplined planning that connects development, infrastructure, and long-term operating costs—and transparent decisions residents can understand.
What would your top priorities be if elected?
My priorities are straightforward: reliable water and utility service, safer, better-connected roads, appropriately resourced police, well-maintained green spaces, and responsible budgeting. I’ll also insist that major projects have clear scopes, alternatives, costs, and funding plans before we commit taxpayer dollars
How will you balance new development projects with constituent concerns about rapid growth?
Growth should pay its fair share. I’ll evaluate development based on infrastructure capacity, service costs, public safety, traffic, and long-term impacts - not simply whether a project can be built. Development should fund the infrastructure and services it requires, while Council stays transparent about impacts on existing residents.
