City Council launches review of Austin's contracting, consultant spending

The new review could bring several changes to city procurement rules. Additionally, Watson proposed the creation of a public procurement dashboard to track how city contracts are performing. The approach will result in better documentation and monitoring, he said, and ensure more efficient city spending.

“This will lead to greater oversight where we’re going to do a better job of tracking deliverables, measuring performance and doing vendor review. Also it will bring us greater implementation of innovative technology for the tracking of those things," Watson said May 21.

A recent internal audit detailed issues with Austin's use of consultants, which now cost the city more than $100 million annually.

With findings of lacking oversight and justification for those expenses, the May resolution asks to analyze the "use and purpose" of third-party consultants across all city departments. New procedures could also require an initial needs assessment before consulting work can be considered.

"We’ve heard the results from the City Auditor about failures to properly document the need for certain consultant contracts, and a pervasive failure to diligently monitor contracts and grants to make sure public dollars are being spent efficiently and effectively," Watson wrote on council's message board.

What's next

An initial update on the contracting review will come this fall, and council asked for the project to be completed by late 2027. It's one of several city efficiency initiatives now underway, from a recurring citywide audit program to a technology consolidation.
