Bastrop County Emergency Services District No. 3, a local government agency expected to increase the number of ambulances in most areas, is seeking a zoning change for the construction of a new facility.
The approximately 2.6-acre site at 1808 Jasper St., Bastrop, will be used as an administration office building. It is currently an undeveloped lot with trees, according to city documents.

The Bastrop Planning and Zoning Commission recommended approval of the zoning change from P3 Neighborhood to P5 Core with a vote of 6-0 during a Feb. 26 meeting, and Bastrop City Council will consider the zoning change during a March 24 meeting, according to city documents.
“The proposed improvements fall under the Civic Use category and would not be allowed under the existing P3 Place Type,” Brittany Epling, a senior planner with the city of Bastrop, said in a staff report. “Therefore, the proposed zoning for the property is P5 Core, which allows for Civic Use developments.”

Emergency Services District No. 3 purchased about 1.3 acres of land at 1811 Jasper St. adjacent to 1808 Jasper St. from the city of Bastrop in late 2025 for a total of 4 acres for the facility, according to city documents.
Although Bastrop County Central Appraisal District assessed 1808 Jasper St. at a value of $420,166, City Council approved the sale of the parcel for $210,000 during a meeting Aug. 12.
“This property is no longer needed for municipal purposes,” Bastrop City Manager Sylvia Carrillo-Trevino said in a staff report at the time.

ESD No. 3 covers the entirety of Bastrop County in its service area after Elgin voters OK’d the services during the Nov. 4 election.
The remainder of Bastrop County voters approved the creation of ESD No. 3 in November 2024.
The outlook
A purchase contract between Emergency Services District No. 3 and the city of Bastrop for 1811 Jasper St. requires ESD No. 3 to commence construction on the property within 36 months of the sale date.
