Although a master plan expires a year after approval if a site plan has not been approved, James Cowey, Bastrop’s director of development services, told Bastrop City Council that the extension is needed, as the city is still working on the Blakey Lane extension project—an improvement vital for the development.
“Nothing is physically changing with the project itself,” he said during an Oct. 21 meeting.
Cowey emphasized that most of the Blakey Lane extension project will need to be mostly completed before Reed Ranch—a private venture under Hayden Lunsford of Holt Lunsford Commercial—can break ground.
“We are in discussion that once we do get under construction, we may run together at the same time. “They can be building while we’re building. They need not just the roads but also [water, wastewater and stormwater], which will be part of the Blakey Lane extension project.”
Some context
Although officials initially called for the Blakey Lane extension project to connect Blakey Lane to Hwy. 71, current plans seek to connect Blakey Lane with Old Austin Highway—a connection where a roundabout is planned.
Bastrop Assistant City Manager Andres Rosales shared two conceptual roundabout options:
- A single-lane roundabout
- A compact roundabout with bypass lanes
The outlook
The Blakey Lane extension project is scheduled to begin construction March 16, 2026, according to city documents.
