Bastrop City Council will consider a $949,216 construction contract with Bull-G Construction for a sanitary sewer pipe bursting project along Hwy. 71 during a special meeting Nov. 4.

The actual cost of the project that Collier Engineering and Design was hired to design could fall below $949,216—a figure that includes a 10% contingency to protect the city from unforeseen circumstances, according to city documents.

Bull-G Construction’s base bid was $862,924.

Five other base bids were received:
  • Brother Group, $892,062
  • Tejano Utilities, $949,865
  • Lopez Utilities Contractor, $1.1 million
  • S-Co Incorporated, $1.3 million
  • PM Construction, $1.5 million

Elizabeth Wick, a project manager with the city of Bastrop, emphasized that the project is necessary, as the existing 10-inch interceptor north of Hwy. 71 does not have full-pipe capacity to accommodate future development in the area.

An interceptor is a pipe that collects wastewater, while full-pipe capacity refers to the maximum flow rate a pipe can handle when it is completely full.

The scope of the sanitary sewer pipe bursting project includes:
  • Upsizing 3,620 linear feet of wastewater pipe from 10 to 12 inches
  • Adding 70 linear feet of 15-inch wastewater pipe with steel casing
  • Adding 715 linear feet of 15-inch wastewater PVC pipe to an existing 36-inch gravity main
“Corresponding manhole upgrades and surface repairs are also included,” Wick said.

The outlook


The sanitary sewer pipe bursting project will be financed with $708,050 in certificates of obligation from 2022 and $241,166 through the wastewater fund balance, according to city documents.
