Allen ISD ended the 2025-26 school year with an increased general fund balance compared to the beginning of the year, according to a new financial report.
In a nutshell
The board of trustees approved an annual comprehensive financial report for the 2025-26 fiscal year during an Oct. 26 meeting. School districts are required to have fiscal accounts independently audited by a certified public accountant following the close of each fiscal year, according to district documents.
Accounting firm Hankins Eastup Deaton Tonn Seay & Scarborough completed the report. Lead auditor Scott Scarborough said it expresses to the public that Allen ISD’s financial statements are “materially correct.”
“These numbers, the disclosures, can be relied upon to make good business decisions,” Scarborough said. “This is especially important to those that purchase your bonds. This is the information that they get to feel comfortable about the financial condition of the district.”
By the numbers
Allen ISD ended FY 2025-26 with $73.6 million in its general fund balance, according to the financial report. The general fund accounts for local tax revenues and expenditures related to the district’s daily operations.
The fund balance had a positive net change of $359,905 compared to the start of the fiscal year, Scarborough said.
Allen ISD’s debt service fund had a $37.4 million fund balance and the capital projects fund had a fund balance of $103.7 million, according to the financial report.
Also of note
The board also authorized the issuance of up to $100 million in bonds from the 2024 bond package. The district has about $222 million remaining from that bond package, said Jeff Robert with Hilltop Securities.
“We did, I believe, $200 [million] back in 2025 and we're asking for the board's consideration of a parameter order that would allow us to issue up to $100 million,” Robert said.
The order includes certain parameters that allow Allen ISD to go to the market with the bonds when certain conditions are met, according to district documents.
“The only way the pricing officers can approve is if the parameters are met,” Robert said.
Allen ISD voters approved two propositions totaling $442.1 million in 2024. Proposition A included more than $320 million for campus renovations at multiple schools including Anderson Early Childhood School, Curtis Middle School and Green Elementary School.
