Sugar Land is launching a new economic development initiative designed to attract and incentivize startups to relocate to the city, officials announced in a March 4 news release.

The Sugar Land Starts Innovation Fund aims to support the city’s long-term vision by building an innovation ecosystem while revitalizing empty office space, according to the release.
The performance-based program will target startups in key industries including:
- Life sciences
- Advanced manufacturing
- Information technology
- Business and professional services
How it works
To qualify, companies must generate at least $250,000 in revenue or have $500,000 in backing from a bank or venture capital and must relocate at least three full-time employees to the city for at least three years with an average annual salary of $61,240, per the release.
The program will be available through two pathways including Phase 1 and Phase 2 incentives both with varying requirements, per the website.
Meanwhile, Phase 2 incentives with funding up to $300,000 are available for larger startups with more than 15 employees, per the city’s website.

The fund is designated to support companies that are ready to grow and “make a meaningful, long-term commitment” to Sugar Land, said Colby Millenbruch, business recruitment manager for the city of Sugar Land.
“By focusing on revenue-generating startups and performance-based incentives, we are creating a clear pathway for innovative companies to scale while re-energizing existing office space,” he said.

The fund builds upon the city’s Plug and Play partnership approved by the Sugar Land Development Corp. in November 2024, Community Impact reported. The $4.5 million three-year founding anchor agreement with the venture company aims to grow business opportunities in the city and across the region.
Each year, Plug and Play will host two cohorts of small business startups, providing them with free opportunities to grow through program events, workshops, mentorship and possible investment opportunities
In its first year, the Plug and Play program supported 22 startups with three startups securing investments, per the release.

It’s about creating an environment where innovation can take root, grow and deliver lasting value for the Sugar Land community,” said David Steele, director of Texas at Plug and Play. “We’re proud to partner with the city in building an innovation ecosystem that benefits both entrepreneurs and the broader community.”
