Missouri City has selected former Houston Police Chief Troy Finner to serve as the city’s next chief of police, citing his reputation for professionalism, leadership and a steadfast commitment to public service, city officials announced in an April 14 news release.

Finner brings more than three decades of experience serving the city of Houston. He resigned in May 2024 following the reveal that the Houston Police Department dismissed 260,000 investigations department-wide, pointing to a “lack of personnel," according to previous reporting.
Missouri City officials said they are aware of the circumstances following Finner’s departure from the city of Houston, and the appointment was based on his “extensive experience and ability to lead the department forward.”
“We are confident that Chief Finner brings the experience, leadership and commitment necessary to guide our police department forward,” Mayor Robin J. Elackatt said in the release. “His dedication to public service and his vision for strengthening community trust align with the values of Missouri City.”
Looking back
The appointment comes after Police Chief Brandon Harris agreed to continue his role in December 2024 after announcing his retirement in September 2024, Community Impact reported.
His return came after the city extended an offer to one of four finalists, who ultimately decided to remain with their current agency after receiving a promotion and counteroffer.
In December 2024, city officials said Harris was set to continue to lead the department for the next three to five years.
Community Impact reached out to learn more about Harris’ status, but the information was not returned by press time.

Finner will begin his role as chief of police April 20, per the release.
