The developer of a proposed 150-bed assisted living facility was told to go back to the drawing board Tuesday. The Sugar Land Planning and Zoning Commission questioned the plans parking capacity and other operational details.
A plan to develop the vacant site—known as the Holy Cross Episcopal Church Planned Development District— was approved two years ago. It is located in the northeast corner of West Grand Parkway and East Riverpark Drive.
Since then, the applicant revised the proposed usage for the land from a nursing home facility to an assisted living facility from Yew Tree Assisted Living & Memory Care. Under city code, assisted living facilities require twice the amount of parking space compared to nursing homes, said Senior Planner Lauren Fehr.
“You have employees, visitors, I’m concerned there’s not enough parking,” Commissioner Jay Canine said.
Commission Chairperson Kathy Huebner also asked the applicant to provide details about whether vans and other vehicles used to transport senior citizens would be housed on the site and where they would be housed.
Originally, the site was to have a two-story building and the remaining land used for parking. The modified plans call for five separate one-story buildings. Changing the proposed land usage and the proposed building construction required the plan be approved again by the commission.
The site is next to Holy Cross Episcopal Church and a residential neighborhood. Commissioners questioned the placement of a dumpster closest to that neighborhood and how residents in the facility would walk to the church if they wanted to attend.
“Maybe the church and assisted living facility are totally separate but there’s no access between the church and the facility if a resident wants to walk over for church,” Canine said.
Despite their concerns, most commissioners said they were happy with the overall plan.
“I like this design much better,” Commissioner Sean Burnett said. “I like breaking up the parking lot.”
