The City of Pflugerville is tackling a slate of major transportation upgrades aimed at easing congestion, improving mobility and preparing for future growth.

Some of the biggest projects currently in motion include:
  • Kelly Lane Phase 2: officially opened on Aug. 21, delivering a major upgrade to one of Pflugerville’s key corridors. The project adds an urban four-lane divided roadway from Falcon Pointe Drive to just east of Moorlynch Avenue, along with a new roundabout at Vilamoura Street designed to improve traffic flow and enhance safety for all who travel the area
  • Neighborhood Street Reconstruction Package 1B: underway in the Saxony neighborhood, expected to finish in Feb.
  • Pavement Maintenance Program: Neighborhood Street Reconstruction Package 1C: set to begin shortly after 1B wraps up
  • Kelly Lane Phase 3: utility relocation activities are anticipated to begin next month, with full street construction to follow upon their completion. Bidding for street construction is planned to begin in Oct.
  • E. Pflugerville Parkway Extension (Weiss Lane to Jesse Bohls Drive): currently bidding, construction will start after September
  • E. Pflugerville Parkway (Colorado Sand Drive to Weiss Lane): bidding once work is underway on the first extension
  • Colorado Sand Drive Extension (Copper Mine Drive to E. Pflugerville Parkway): nearing completion, with a ribbon cutting scheduled Sept. 3
  • ADA/Alternative Transportation Project: improvements to traffic signals and accessibility at 15 intersections across the city, construction is anticipated to begin by the end of the year


How will these projects improve traffic flow?

City leaders said the projects aim to address one of Pflugerville’s biggest challenges: moving people efficiently east to west.

“Historically, we have more trouble with east to west mobility than we do north to south, so we want to focus some of the work on our east to west side, such as the extension of E. Pflugerville Parkway from Weiss to Jesse Bohls,” Operations Director Evan Groeschel said.

Relief routes are another key strategy, allowing drivers to take alternative roads such as Old Austin to avoid stopped traffic, but also providing the necessary connector routes to prepare the City for its next major endeavors such as the FM 685 project.

Are there improvements beyond roads?

Officials emphasized that Pflugerville’s Mobility Master Plan prioritizes more than just cars.

“The Mobility Master Plan is a guide on how to better construct our network, so that we’re providing opportunities for all modes of transportation. That includes doing things differently, like increasing the width of the sidewalk,” Groeschel said.

The city is also modernizing traffic signals by using cameras to determine when a light will change.

How does community input shape decisions?

Public opinion is a driver for Pflugerville’s infrastructure priorities.

“We do a biannual resident survey through a second-party contractor,” said Roger Heaney, Director of Marketing and Communications. “One of the top two things that residents always cite as most important to them is mobility and roads, so that’s something that we’ve been focusing on for a very long time.”

Why do some projects take longer than expected?

Behind every road construction project are layers of coordination with utilities, outside agencies and state requirements. Right-of-way acquisition is another step.

“Right-of-way acquisition allows the city to move forward with putting their infrastructure in the ground,” Public Works Service Director Abby Morrison said. “[To expand any roadway], we have to work with property owners well in advance of projects to ensure we can work collaboratively to obtain the footprint the infrastructure requires.”

What’s next for Pflugerville’s roads?

The city has about 44 projects in design or construction right now, with more planned through 2026 and beyond.

“This is huge. We’re moving projects like we have not done in the past, so it’s going to be a big transformation for our community,” Groeschel said.
