On Oct. 21, U.S. Rep. Henry Cuellar, D-Laredo, announced $457.69 million in funding for transportation projects in Guadalupe County and $2.52 billion in funding for transportation projects in Bexar County.

According to an Oct. 21 release, these funds are authorized through the Texas Department of Transportation’s 2023 Unified Transportation Program, which is TxDOT’s 10-year plan that guides the development of transportation work across the state.

In Bexar County, the additional funding is a $445 million increase over the amount in the 2022 plan, and for Guadalupe County, the funding is a $30 million increase.

Additionally, the San Antonio Transportation District, which includes Bexar and Guadalupe counties, will be letting $319.87 million in construction funding in 2023.

Cuellar gave a presentation in San Antonio and in Cibolo for funding for each county.


During the presentation in Cibolo, Cuellar said the funds coming into the area will affect each city and community along I-35 and other large projects that will receive funds.

“The area of Guadalupe is going to get over half a billion dollars,” Cuellar said. “It is a huge amount of money coming in.”

Cuellar also helped pass the Bipartisan Infrastructure Law in November 2021, which will provide $350 billion in highway program funding over five years.

According to the release, to date, Texas has been awarded $8 billion in transportation projects for 260 projects, including highways, bridge repairs, public transportation improvements, airports and electric vehicle charging stations.


“I was proud to have helped pass the Bipartisan Infrastructure Law, which is helping create millions of jobs across the country and helping repair and modernize our transportation systems,” Cuellar said in a release. “This historic funding for transportation projects will help us make our roads and highways in Bexar County more efficient and safer for drivers in the community. By investing in our county’s infrastructure, we can ensure public safety and that our communities will continue to grow and prosper. I want to thank Judge Nelson Wolff and the rest of the public officials in Bexar County for working with me to meet the infrastructural needs of the community.”

Key projects in Bexar County include:


  • $654.15 million for the I-35 Northeast Expansion South from Loop 410 South to Loop 410 North



  • $269.04 million for the I-35 Northeast Expansion South from North Walters Street to Loop 410 South



  • $56.44 million for the I-35/Loop 410 South interchange



  • $39.98 million for nonfreeway widening of FM 1516 - Converse






Key projects in Guadalupe County include:


  • $234.19 million for the I-35 Northeast Expansion North from Guadalupe/Comal County line to FM 1103



  • $18.35 million for the I-35 Northeast Expansion North from FM 3009 to the Guadalupe/Comal counties line



  • $193.07 million for the widening of I-10 from FM 464 to SH 123



  • $25.76 million for nonfreeway widening from Cordova Lane to I-10






Other road projects within the San Antonio district under UTP funding include US 90, SH 151, South Loop 1604, SH 46, FM 2252 and US 87. A full list of projects can be found here.
