At the June 27 meeting of Cibolo City Council, city staff debriefed a Strategic Management Workshop from April, emphasizing its key areas of focus for the rest of the year and beyond.
Starting with a discussion on extreme weather, staff strategic planning eventually went toward operations in the midst of any disaster. Examples of disasters talked about, according to City Manager Wayne Reed, included train derailments, neighborhood gas leaks and flooding.
One specific aspect of potential disasters is where to place an emergency shelter, something staff is working with Fire Chief Mario Troncoso to figure out.
“What if there’s an event, whatever that event may be ... are we prepared to stand up a temporary shelter to help those residents or property owners, those businesses that are impacted, so that they have a place to go?” City Manager Wayne Reed said. “It may be very temporary for some, longer for others.”

Strategic management discussions also centered around improving Niemetz Park and Veterans Park, with Reed stating there is about $1.3 million in available park funding to see what “good” can be done at the locations.
According to a five-year parks improvement plan presentation by Parks Superintendent David Howard during the March 25 council meeting, potential Niemietz Park renovations included field renovations, resurfacing of the large pavilion and restroom renovations.
Potential improvements at Veterans Park, according to the presentation, include basketball court resurfacing and irrigation, or watering, of the entire park.

Troncoso will present an emergency shelter plan to council at its June 10 meeting.
