Universal City council on Nov. 6 gave feedback to the developers prior to a full plan being brought to city administration.
About the project
According to the preliminary plan, the entire development would include a total of 551 lots, comprising 255 50-foot lots, 173 60-foot lots and 123 70-foot lots.
Under this plan, the portion of the development in the Universal City ETJ would include all of the 50-foot lots and a section off FM 1518 for commercial development.
The larger lots and the amenity center would be within the Schertz portion of the development.
City Manager Kim Turner explained that the larger lots are in Schertz due to the city zoning the area as large-lot residential, while the Universal City portion does not have a zoning requirement because the property falls within the ETJ.
The proposed property would have entrances on FM 1518 and Maske Road, and have traffic calming roundabouts throughout.
These plans are preliminary and must be brought back and approved by Schertz, Universal City and Joint Base San Antonio-Randolph.

Council member Bear Goolsby suggested the density in the Universal City portion be reduced if possible, making room for a few larger lot sizes.
Council members Phil Vaughan and Ashton Bulman advocated for having the amenity center, located in the Schertz portion of the development, open to residents of Orchard Park since those residents do not have parks or amenities.
Turner explained that most of the Universal City development area cannot have public park land due to the property being within the JBSA-Randolph Accident Potential Zone.
Other concerns from council included traffic, the possible implementation of garden homes, park space and other density concerns.
Moving forward
The item was on the council agenda as a discussion only, and the developers will revisit the plan before presenting a new proposal to entities involved in the development.
For the Universal City ETJ, the city will need to annex that property and zone it prior to the approval of the development.
