In June the City Council voted to create the CYAC in hopes to receive feedback and city involvement from Cibolo youth. Students interested in voicing concerns to city council and getting involved in local government can apply to be a member.
Members will work alongside city officials, participate in council meetings and serve as representatives of the youth of Cibolo.
According to the city website, the following qualifications must be met to participate:

- Members of the CYAC must conduct themselves in a positive, friendly and law-abiding manner at all times
- Attend monthly meetings
- Routinely report CYAC activities to the Cibolo City Council so that it may consider the viewpoints of young adults in the community
