The Schertz-Cibolo-Universal City ISD Board of Trustees on Aug. 29 will consider the property tax rate and other budget items.

The proposed tax rate is $1.1369 per $100 valuation, which is a decrease from the previous rate of $1.1392 per $100 valuation.

Alongside the tax rate approval, the board will consider the proposed budget and an amendment to the compensation plan for transportation employees.

The average home value in the city of Cibolo is $350,621, which would result in around $3,986 in annual taxes to the district, should the proposed rate be approved.


Despite the tax rate decrease, homeowners may pay additional taxes based on the appraisal values of the home.

Information regarding the home appraisals can be found through the Bexar County Appraisal District and the Guadalupe County Appraisal District.

On Aug. 15, trustees discussed adding incentives and raises for transportation workers.


District staff said they felt the district was in a good position regarding transportation when forming the compensation plan.

Around June, the district had approximately 18 vacancies moving into the school year, and an additional five employees left the district in August, staff said.

The bus driver shortage caused issues for the district, including the consolidation of routes and mechanics and office staff having to drive routes to cover shortages.

Incentives presented by staff included a $1,000 annual retention incentive to CDL drivers. These incentives would be paid with a $500 incentive in November and another $500 in May.


Alongside this, all drivers would receive a $500 safe driving incentive, and a $500 incentive for perfect attendance from employees.

For new CDL drivers, a $2,000 incentive is proposed. For new employees without a CDL a $500 incentive is proposed, with an extra $500 incentive 60 days after receiving a CDL.

Staff explained that the starting pay for drivers is $17.95, which is around the middle of the scale compared to surrounding districts.

The change proposed by staff would be a 2.3% increase, bringing the starting salary to $18.37.


Staff said these changes will not change the budget, since the district has around $400,000 in undisclosed bus driver pay on the table. These changes would utilize around $150,000 of those unallocated funds.

The agenda posted for Aug. 29 states that the financial impact related to this item will not exceed $75,000.

Trustees supported the compensation changes, and action on the item is scheduled for Aug. 29.
