The Universal City City Council on Feb. 21 approved a resolution for the city manager to execute a post-annexation provision of services agreement with SA Wrenhop LLC.

This resolution initiates the annexation process for the approximately 2.487 acres of property located at 3600 E. FM 1518 N., which lies within the city’s extraterritorial jurisdiction.

City Manager Kim Turner said the properties in the ETJ signed a nonannexation agreement that does not allow properties to be annexed unless the use of the land changed.

“[Land owners] understood that should they change the use of the land that the city has the ability to annex them into the city limits,” Turner said.

The property owners have agreed to the annexation, which will allow the property access to city services such as police and fire.


The specific use of the property has yet to be determined, but the property owners intend for commercial development, according to Turner.

The approval of the resolution only initiates the process with the city having to hold a public hearing for the official annexation and the development plan.
