As part of the county’s BiblioTech free digital library, the Bexar County Commissioners Court approved purchase orders for access to two digital media libraries during its Nov. 12 meeting.

The overview

BiblioTech is Bexar County’s free digital library system, and is available to all county residents and employees free of charge.

The first contract awards OCLC, Inc. $359,449 for a CloudLibrary platform subscription, giving residents access to newsstand, e-book and audiobook digital content.

The second contract awards Midwest Tape, LLC $120,000 for access to Hoopla digital media content, including audiobooks, e-books, comics, movies, TV and music.


Both contracts have the option to be renewed on an annual basis and will run from Oct. 1, 2024-Sept. 30, 2025.

BiblioTech offers multiple apps for residents that allows access to a wide variety of content. Available content includes movies, music, e-books, audiobooks, comics, magazines, news, language learning and education resources.

First opened on Sept. 14, 2013, BiblioTech is the first all-digital public library in the U.S. The library has four locations in the county and offers 24/7 digital access.
