The New Braunfels Economic Development Corporation reviewed progress on the Kohlenberg Road improvement project during its Nov. 21 meeting.

The details

Deputy City Manager Jordan Matney presented details on the project, which is partially funded by the 2023 bond program.

According to the EDC agenda documents, the funding breakdown for the project includes:
  • $14.3 million approved by voters in the 2023 bond program
  • $1.3 million for design funded by NBEDC in 2023
Matney said the project will improve connectivity between FM 1101 and I-35, enhance pedestrian and cyclist access, and support area developments, such as the Mayfair development and Continental Automotive Systems.

According to the EDC agenda documents, the project will:
  • Widen Kohlenberg Road from two lanes to four lanes
  • Add a 16-foot median and turn lanes at major intersections
  • Install a traffic signal at FM 1101
  • Include a 6-foot sidewalk on one side and a 10-foot shared-use path on the other
Construction will occur in phases, beginning with the southbound lanes before shifting traffic to complete the northbound lanes, Matney said.

Also of note

Matney also presented plans for intersection improvements at Kohlenberg Road and Mayfair’s proposed “Street B.” These enhancements will realign Continental Automotive’s driveway to meet the new signalized intersection, improving traffic flow and safety.

According to the agenda document, the intersection upgrades aim to encourage further commercial development at the corner of I-35 and Kohlenberg Road.

Intersection enhancements, according to the documents, include:
  • Realigning Continental Drive to meet Street B
  • Adding turn lanes for Mayfair access
  • Installing a traffic signal
The intersection improvements are expected to cost $1 million for design and construction, with a total of up to $1.5 million when including contingency, based on early cost estimates, according to the documents.

Next steps

Matney said that a public hearing on the intersection improvements will be held in December, with City Council action anticipated in January.

The intersection work could be incorporated into the larger Kohlenberg Road project—which is at 60% design completion—she said.
