DART services in Richardson, Plano to remain unchanged as Highland Park withdraws

The big picture

DART will cease all bus, on-demand and paratransit operations in Highland Park on May 14. Some bus routes are set to continue operating through Highland Park but will not stop within city limits, according to the release.

Prior to the election, Corey Morgan, who works in service planning at DART, said at a Richardson community meeting that DART could potentially experience more service changes across the network due to reductions in revenue from withdrawn cities. However, Highland Park only accounted for 1.06% of DART’s sales tax revenue in 2025, according to DART documents.

Plano, Irving and Farmers Branch previously canceled their withdrawal elections from DART following new governance and funding agreements between the transit agency and member cities.

The new funding plan, which will return a portion of collected sales tax back to cities over the next six years for use on local transportation projects, will also create a reduction in revenue for DART and could lead to future service changes, City Manager Don Magner said.
