Celina officials are preparing to widen Legacy Drive as the city’s population grows.
Plans include widening Legacy Drive to four lanes between Carey Road and Punk Carter Parkway, ensuring proper drainage and making improvements to the intersection of Legacy Drive and FM 428.
Celina City Council approved a $2.56 million contract for design services for the project at a May 12 meeting.
The specifics
Legacy Drive will eventually be widened to six lanes as part of the city’s future thoroughfare plan.
Working on Legacy Drive will be complicated because the roadway lies within a flood plain, and it is the dividing line between Collin and Denton counties, said Catherine Oduro, Celina's interim director of engineering.
Designing the improvement will require coordination with several agencies:
“We are anticipating the design duration to be two years due to the interagency coordination and permitting,” she said.
One more thing
The intersection of Legacy Drive and FM 428 has “an increased crash history,” according to a report by city staff.
Including one reported crash so far in 2026, the intersection has seen 14 crashes in the past four years, Oduro said.
The city also plans to further modify traffic on Legacy Drive by adding roundabouts where it intersects with Punk Carter Parkway and Carey Road.

Designs for the improvements likely won’t be complete until 2028, according to the project timeline.
Once designs are complete, the city can move forward with the construction process.
