Pearland City Council approved its five-year capital improvement program, spanning fiscal years 2026-27 through 2030-31, which includes funding for major drainage, street and facility improvements, at its Sept. 14 meeting.
What residents need to know
The FY 2026-27 capital improvement program, or CIP, remains largely unchanged from FY 2025-26, with the exception of minor schedule changes made to several water and wastewater projects, city documents show.
Projects planned for FY 2026-27 are included in the city’s annual budget, while projects planned for FY 2027-28 through FY 2030-31 are included for planning purposes and aren’t funded yet. Their estimated costs will help guide future budgets, according to city documents.

Six project categories are incorporated in the CIP, including drainage, facilities, parks, streets, wastewater and water, and were developed using several Pearland master plans, departmental needs and City Council priorities, documents show.
Major projects include:
Mykawa Road widening, which has a total estimated cost of nearly $62.2 million and is expected to be completed in early 2030.
Barry Rose Water Reclamation Facility replacement and expansion, with a total project budget of $229 million and an estimated completion date of March 2028.
Public Safety Training Complex, which is expected to cost nearly $64 million, with construction scheduled to begin in late 2027 and an estimated completion date of September 2030.
What’s next
The city will begin the process of securing funding for the projects following final approval of the FY 2026-27 budget in September, with the formal issuance of debt expected in fall 2027, documents show.
