Highland Village Council looks at changing soliciting hours.
At Tuesday's Highland Village City Council meeting, members voted to approve the first reading of an amendment related to the time of day during which a person may operate as a peddler or solicitor in the city. The existing ordinance states no person shall peddle, solicit, hawk, sell or take orders for or offer to take orders for any item or service at a private residence in the city after sunset Monday through Saturday. Solicitation is not allowed on Sunday. If approved, the amendment would change the hours of operation to the following:
Standard time: allowed at a private residence from 9 a.m. until 7 p.m.
Daylight savings time: allowed at a private residence from 9 a.m. until 8 p.m.
In addition, the existing ordinance states that permits issued by the police department expire within 90 days from the date of issuance. Each permit may be renewed once for an additional 90-day term at no additional cost unless additional solicitors are added to the permit, which requires a fee of $50 per additional solicitor. In an effort to be more cost/time effective, staff suggests extending the expiration of permits to 180 days from the date of issuance.
