A major part of how well Harris County will be able to plan for future flooding events after Hurricane Harvey will depend on how much money federal lawmakers set aside in a pending relief package. Although Gov. Greg Abbott said $61 billion was needed to address problems statewide—including paying for home buyouts and flood mitigation projects—the relief package Congress is looking at only earmarks $44 billion for Texas to share with Florida, Puerto Rico and the U.S. Virgin Islands. The final relief bill is still in the works, and U.S. representatives in both Texas and Florida are fighting for more money. Congress is expected to attach a disaster relief plan to a government funding bill that could be passed in late December or early January. In Abbott’s $61 billion proposal, about $41 billion was planned for the Houston area, including funds for the construction of  a reservoir on Cypress Creek, a reservoir system in Montgomery County and $14 billion in home buyouts.
