Hammeke has more than 36 years of experience in government finance and previously served as Chief Financial Officer in Allen for 13 years before his retirement in 2015.
While in Allen, Hammeke helped create Tax Increment Financing Districts for the Watters Creek Montgomery Farms project and the Central Business District. He was also involved in using Chapter 380 agreements to help secure development within The Villages at Allen, Allen Premium Outlets, Stacy Furniture and Cabela’s. Chapter 380 agreements is a common tool used by cities that allows them to offer incentives to help promote retail or commercial developments.
Hammeke holds a master's degree in business administration in finance from the University of Kansas and a bachelor’s degree in education with emphasis in math and science from Kansas State University.
Hammeke comes on board following the department's receipt of the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada. The department has received this award 32 consecutive years.
To earn the award, budget documents must receive a high rating in four nationally recognized guidelines and the fourteen mandatory criteria including a policy document, financial plan, operations guide, and a communications device.
