State Sen. Kirk Watson, D-Austin, unveiled proposed plans June 15 to expand I-35 by adding lanes in each direction on the upper decks between Airport and Martin Luther King Jr. boulevards. The plan also calls for depressing the main I-35 lanes from 15th to Cesar Chavez streets and adding a fourth main lane south of 12th Street to Cesar Chavez in both directions.
