On Feb. 17, Missouri City City Council approved 5-2 four bond propositions to be placed on the May 10 general election ballot. The propositions total $40 million and include drainage projects, facility improvements and studies, construction of Fire Station No. 6 and several mobility improvements.
In January 2013, City Council appointed a Bond Exploratory Committee comprised of 34 Missouri City residents to assess the city's needs and recommend possible bond recommendations. The BEC met each month and worked through October, studying and discussing potential bond projects. The city held an open house in mid-October for residents to provide their own feedback and recommendations.
"Staff's goal for the BEC was to help residents determine the types of projects needed in the city based on the existing condition of infrastructure," said Cory Stottlemyer, media relations specialist with Missouri City. "Public input was essential to the process."
The $40 million bond was based on Missouri City's existing debt service and the city's capacity to sell bonds over the next 10 years.
Missouri City has about $30 million in unspent bond dollars from the 2003 and 2008 bond elections. Available bond money includes about $1.8 million in parks projects and allocations for upcoming drainage and road projects. All of the available money is earmarked for public projects in the city's capital improvement plan. Past bond elections have funded the city's Public Safety Headquarters, the construction of Buffalo Run Park, citywide road and sidewalk repairs and the city's Recreation and Tennis Center.
The approved 2014 bond propositions include:
Proposition 1—Drainage projects ($6.5 million)
Includes costs for necessary land acquisition, equipment, studies and construction of various drainage improvements throughout the city
Proposition 2—Mobility improvements ($22.8 million)
Includes costs for land acquisition, equipment, studies and construction of road, sidewalk and bridge improvements and repairs
Proposition 3—Construction of Fire Station No. 6 ($5 million)
Includes costs for land acquisition, equipment, studies and constriction of a new Missouri City fire station
Proposition 4—Facilities ($5.7 million)
Includes costs for acquiring, repairing and improving land, facilities and equipment along with a study of the city's City Hall complex and necessary repairs
