Specialty grocery store among tenants planned for development proposed at Southlake Boulevard and Carroll Avenue corner

Park Village, a retail and restaurant development with a dramatic, Bellagio-style water feature at Carroll Avenue and Southlake Boulevard, is back and moving through the city approval process.

The development, seen as a key destination in Southlake, received unanimous approval on first reading from the City Council on Oct. 1.

"It really can be a landmark project in Southlake, a true destination and that's great," said Southlake Mayor John Terrell.

Plans for the 185,000-square-foot retail development at the southwest corner of the intersection were withdrawn in late 2012 amid concerns over a parking garage and a slew of aesthetic and traffic worries.

This time, the parking garage is gone and the concerns addressed.

The Woodmont Co. of Fort Worth, the developer, has not released the names of the tenants, but the plans include a building for a specialty grocery store. It would be the third grocery store in the immediate vicinity.

Park Village would be across Carroll from Central Market, and Trader Joe's is planned on the other side of Southlake Boulevard, in Town Square—in the

same area.

Rick Machak of The Woodmont Co. said he expects the Park Village buildings to be erected by August 2014

The development would be completed by November of that year, if approvals go as planned.

Council members, who previously were cautious about the proposed look of the project, were pleased this time around. The new plans call for a mix of storefronts, similar in concept to Southlake Town Square. A planned river feature is gone in the new incarnation, and several fountains have been added beside the wide walkways.

"We want to have pedestrians superior to vehicles," said Stephen Coslik, president of The Woodmont Co.

The development was scheduled for a public hearing Oct. 15 before the Southlake City Council.
