Updated Feb. 18 at 5:15 p.m. Candidate filing for Cedar Park City Council closed Feb. 15 with seven candidates running. Deborah Childress, Tim Kelly and incumbent Stephen Thomas are running for Place 1. Hulyne Christopher and incumbent Anne Duffy are running for Place 3. Incumbent Heather Jefts and Rodney T. Robinson are running for Place 5. Bobbi Hutchinson also filed to run but told Community Impact Newspaper Feb. 17 that she has decided to withdraw her candidacy. Feb. 19 is the last day for a write-in candidate to declare candidacy, according to the Cedar Park city website. Those are the seats of Stephen Thomas, Mayor Pro Tem Anne Duffy and Heather Jefts, all of whom are running for re-election. Election day is May 4. Residents interested in running for election may file to run Jan. 16-Feb. 15. Details on how to file can be found on the city website. Place 1

Tim Kelly Tim Kelly is a retired Chief Warrant Officer 3 in the reserves of the National Guard. He went into the Army in 1983 and went into active duty with the California National Guard in 1991, retiring in 2010. He moved to Cedar Park in 2004 and said he considers himself a community activist. He served as a constituent liaison for Austin City Council Member Don Zimmerman. He currently works as a contact services representative at the Department of the Treasury.
Stephen Thomas* Place 1 City Council Member Stephen Thomas first served on council from 2005 to 2009 before running for state representative in District 20. He was elected to City Council again in 2012, where he has served continuously since. Thomas is the council director on the Brushy Creek Regional Utility Authority. He serves on the council committee for fiscal sustainability and the council committee for legislative session. He has also served on the Cedar Park Planning and Zoning Commission, Cedar Park Board of Adjustment, the Cedar Park Charter Review Committee and the Capital Area Council of Governments. Thomas served as a commissioned officer in the military. He currently serves in the Texas State Guard. Thomas works as a senior advisor to the president and CEO and chief human resources officer at a national healthcare consulting company.

Place 3

Hulyne Christopher Hulyne Christopher has volunteered at Ronald Reagan Elementary School and was a member of the school’s Parent-Teacher Association. Christopher said she worked in Human Resources for five years before becoming a stay-at-home mom for 10 years. She has taught religious education at St. Vincent De Paul Catholic Church. Christopher currently works as an office manager for Century Communities.
Anne Duffy* Place 3 City Council Member Anne Duffy was elected to council in May 2017. Duffy is the mayor pro tem and serves as a citizen director on the Brushy Creek Regional Utility Authority, according to the city website. She is also on the council committee for redevelopment. Duffy was enlisted in the Navy from 1991 to 2001. She served in the United States Navy Nurse Corps from 2001 to 2014. She achieved the rank of Lieutenant. Duffy volunteers with Samaritan Health Ministries and Seton's Medical Mission at Home. Duffy works as a clinical nursing manager for Seton Premiere Staffing in Austin.

Place 5

Heather Jefts* Place 5 Council Member Heather Jefts was elected to council in May 2017. Jefts serves on the Capital Area Council of Governments and the Clean Air Coalition. She is on the council committees for fiscal sustainability and legislative session. She has spent several years working on parent teacher associations and volunteer organizations. Currently she is a member of the Vista Ridge High School PTA and volunteers with Literacy Partners and the SAFE Alliance. Jefts is a swim instructor and small business owner.
Rodney T. Robinson Rodney T. Robinson has served in the military for 20 years. He first served in active duty in the U.S. Army and then became an active guard reserve soldier in the Texas Army National Guard. Robinson said he has volunteered with Cub Scouts in Cedar Park and with the Watch Dogs program at Ronald Reagan Elementary School. Currently Robinson is an operations officer for the Texas Army National Guard.
