Democrat and incumbent Adrian Garcia and Republican Richard Vega will face off for Harris County Precinct 2 Commissioner this November.

Early voting begins Oct. 19 and runs through Oct. 30, according to the Texas Secretary of State's website. Election day is Nov. 3 and polls will be open from 7 a.m.-7 p.m.
Registered voters can cast their ballots at any polling location during early voting and on election day.

Why are you running for this position?
To continue delivering for Precinct 2: I’ve cut property taxes for seniors; deployed mobile, affordable health care units; added hundreds of affordable houses and apartments; taken violent offenders off our streets; invested $500 million to prevent flooding; cleared over six million feet of drainage ditches; and installed air pollution monitors.
What would your top priorities be if elected?
Flooding, cost of goods and housing, and access to public health. These issues are even more challenging because of Greg Abbott’s and Donald Trump’s interference in Harris County for their own partisan games and culture wars. I will always stand up to Trump and Abbott to protect Harris County’s interests.
What are the biggest challenges facing Harris County Precinct 2?
Again, flooding, the cost of living, especially housing, and access to affordable health care are significant challenges. That’s why I’m funding a nonprofit grocery store to bring down food costs, building more housing that families can afford, supporting our Hospital District, and expanding our mobile health clinics program.
How do you plan to involve residents in the decision-making process?
I stay engaged with residents across the precinct, both personally and through our robust program of advisory board members and community liaisons that help ensure all voices are heard. I also seek community input through public meetings, listening sessions, virtual town halls, and direct outreach.
What perspective would you bring if elected as Harris County Commissioner Precinct 2?
My parents were Mexican immigrants. I grew up working in my Dad’s auto repair shop. I live by his advice: “Don’t be ashamed that you are Mexican; don’t be ashamed that your name is Garcia; don’t bring shame to your name; be honest; and never forget where you come from.”
Why are you running for this position?
My family’s roots here go back more than 117 years. I was raised here and signed my contract to serve our country in the U.S. Army here. What would your top priorities be if elected?
My priorities are public safety, fiscal responsibility, infrastructure and flood protection, and affordability. I will fight to protect taxpayers, support law enforcement and first responders, improve roads and drainage, and accelerate flood-control projects. Families deserve a county government that delivers results without wasting their hard-earned money.
What are the biggest challenges facing Harris County Precinct 2?
Precinct 2 is facing rising costs, public safety concerns, flooding, aging infrastructure, and declining confidence in government. Families need relief, not more burdens. They need safe neighborhoods, reliable roads, effective drainage, and flood protection. Most importantly, taxpayers deserve to know where their money goes and what results it produces.
How do you plan to involve residents in the decision-making process?
Government should listen before it acts. I will be accessible throughout Precinct 2, meeting with residents, civic clubs, businesses, churches, HOAs, law enforcement, first responders, and community leaders. Through town halls, advisory groups, public meetings, and transparent online information, residents will have a voice and see results.
What perspective would you bring if elected as Harris County Commissioner Precinct 2?
I bring a lifetime of service and deep roots in this community. The Army taught me that leadership means service, accountability, and accomplishing the mission. As a husband, father, grandfather, pastor, businessman, nonprofit leader, and working-class American, I understand the responsibility of protecting families and taxpayers.
