Bills limiting debt issuance for infrastructure projects are among the top legislative priorities for Tomball City Council, which were approved during a Jan. 13 special meeting. The Texas Legislature’s 89th session began Jan. 14.

The details

Tomball City Council unanimously agreed on seven legislative priorities for the city, according to a Jan. 13 agenda.

These priorities and concerns include:
  • Protection of the ability to participate in statewide organizations like the Texas Municipal League, which allows for cost-effective services for the city
  • Bills that restrict the city’s ability to issue debt for infrastructure projects, which the city uses to fund capital projects like the Baker Drive water plant
  • Bills that prevent the City Council's authority to respond to residents' needs
  • Bills that would remove the city’s ability to decide zoning changes, lot size, tree preservation, short-term rentals and building codes
  • Bills centered around the restriction of collecting needed revenues.
  • Bills that allow voluntary de-annexation of property, which can lead to service gaps in the area
