Magnolia City Council voted to extend its temporary development moratorium for another 120 days during its Dec. 10 meeting.

What you need to know

The temporary development moratorium applies to all developments within the city limits and to the extraterritorial jurisdiction, according to the ordinance. The purpose of the moratorium is to prevent a shortage of water.

Under the ordinance, exceptions include:
  • Ongoing projects
  • Grandfathered projects
  • Projects with development agreements
  • Projects that do not impact water capacity
During the moratorium period, the city cannot accept permits, authorizations and approvals needed for subdivision development for residential and commercial properties, according to the ordinance.

How we got here


City Council first enacted the temporary development moratorium in December 2022 and has extended it multiple times since then, Community Impact previously reported.

The city is continuing to work on water infrastructure amid the moratorium, according to prior reporting.

What else?

The city completed Water Well Nos. 7 and 8, with Water Wells Nos. 9 and 10 set to be completed by the last quarter of 2024 or the first quarter of 2025, according to information included in the ordinance. Two other water wells are in the early planning stages with an anticipated completion date of the end of 2025.
