At its Oct. 2 meeting, Tomball City Council unanimously approved an alcohol variance for 28750 Tomball Parkway, Tomball—the site of the vacant Luby’s restaurant—which will allow for alcohol sales within 300 feet of Tomball ISD’s prekindergarten center.
In its presentation to council, BCS Capital Group, which owns the property Luby’s sits on, shared conceptual design plans that propose redeveloping the building to accommodate up to three new restaurant tenants.

According to the Oct. 2 agenda packet, the existing building is 9,473 square feet, and BCS Capital Group is proposing three tenant spaces at:
- 3,502 square feet
- 2,451 square feet
- 3,521 square feet
Additionally, BCS Capital Group is proposing three outdoor patios at:
- 840 square feet
- 524 square feet
- 2,584 square feet

Council member Mark Stoll said he spoke to TISD officials and they had no opposition to the alcohol variance approval.

“The plan is to utilize the area that we’re at,” BCS Capital Group’s David Kreston said during the meeting. “We’re at the Four Corners of Tomball; we’re at the entrance to the city. And so our vision is something similar to a Creekside[-area development]—where you have the restaurants; you have the play area where kids can play, where people can sit outside, enjoy their food and drink and have a family-friendly atmosphere.”
