With all precincts reporting, she earned 6,051 votes, or 52 percent, while incumbent Bruce Tough garnered 47.9 percent and 5,563 votes in Montgomery County. Fillault earned 410 votes in Harris County, while Tough earned 387.
"I am really grateful to all the people who supported me," Fillault said. "We had a really good turnout in general, which is fantastic. I'm looking forward to working with the other board members and representing the residents of The Woodlands. I hope residents continue to stay engaged and informed so we can continue keeping our hometown great."
Fillault moved to The Woodlands in 2012. She is a community activist and also works as a library volunteer coordinator at Galatas Elementary and serves as a Cub Scout mother as well.
Tough, who has served in numerous positions over the past 15 years in the community, said he is disappointed but knew it would be a close election.
"I've had so many people calling me to wish me well and thank me for my service," Tough said. "I'm very humbled and honored by the overwhelming number of people who reached out to me. It's been an honor and a privilege to have the opportunity to represent The Woodlands for 15 years."
Tough has served as chairman of the board of directors since 2010.
All results will be unofficial until canvassed.
